Role Summary
Senior Director, State Government Affairs, Mid-Atlantic Region. Location: Tennessee, New Jersey, Maryland, Virginia, Washington D.C., and Delaware. Travel up to 50% within supporting region and other key state capitals as needed.
Responsibilities
- Manages and coordinates strategies, initiatives, operations and activities related to federal and state legislation, programs and executive branch affairs.
- Oversees all advocacies, legislative and budget activity in the state legislative and executive branches.
- Emphasizes management of contract lobbyists in New Jersey, Maryland, Virginia, and Tennessee.
- Directs a network of state contract lobbyists to further the corporation’s objectives.
- Implements strategies to maximize Gilead’s participation in trade associations.
- Collaborates cross-functionally with Managed Markets and brand team counterparts on Medicaid issues; schedules calls and meetings requiring travel.
- Promotes a positive presence among federal and state legislators and Executive Branch personnel to facilitate and enhance Gilead’s goals.
- Develops understanding of state political, legislative and budget processes related to HIV treatment, oncology and cell therapy, health reform priorities, and Gilead’s therapies.
- Monitors federal and state legislative/regulatory environments to provide sophisticated information and counsel to management.
- Works with internal and external cross-functional teams to align activities with government affairs initiatives and policy objectives.
- Maintains business acumen and professionalism to engage diverse stakeholders; demonstrates strong cross-functional teamwork.
- Demonstrates proficiency with Office software (PowerPoint, Word, Excel).
Qualifications
- BS or BA degree required.
- 10–12 years of experience in government, government affairs, public affairs or policy; strong preference for state government experience.
- Master's degree or biotechnology/pharmaceutical industry experience preferred but not required.
- Knowledge of Medicaid, The Ryan White CARE Act, and the Affordable Care Act required.
