Role Summary
Senior Director, State Government Affairs, Mid-Atlantic Region. Location: Tennessee, New Jersey, Maryland, Virginia, Washington D.C., and Delaware. Travel up to 50% within supporting region and other key state capitals as needed.
Responsibilities
- Manages and coordinates strategies, initiatives, operations and activities related to federal and state legislation, programs and executive branch affairs.
- Oversees all advocacies, legislative and budget activity in the state legislative and executive branches.
- Emphasizes management of contract lobbyists in the states of New Jersey, Maryland, Virginia, and Tennessee.
- Directs a network of state contract lobbyists to further the corporation’s objectives.
- Implements strategies to maximize Gilead’s participation in various trade associations.
- Demonstrates superior time management and organizational skills with the ability to negotiate conflicting priorities.
- Collaborates cross-functionally with Managed Markets and brand team counterparts on Medicaid issues; schedules many calls and meetings that require travel.
- Promotes a positive presence for Gilead Sciences among federal and state legislators and Executive Branch personnel to facilitate and enhance Gilead’s goals.
- Develops understanding and assessment of state political, legislative and budget processes and analyzes environments related to HIV treatment, oncology and cell therapy, and health reform priorities.
- Monitors federal and state legislative/regulatory environment to provide sophisticated information and counsel to management.
- Works with internal and external cross-functional teams to align initiatives and identify opportunities to advance Gilead’s mission.
- Demonstrates business acumen and professionalism to gain respect of industry, community, medical and policy stakeholders.
- Exhibits strong management experience and proficiency with Office Suite (PowerPoint, Word, Excel).
Qualifications
- Required: BS or BA degree; 10–12 years of experience in government, government affairs, public affairs or policy; knowledge of Medicaid, The Ryan White CARE Act, and the ACA.
- Preferred: Master’s degree or experience in biotechnology/pharmaceutical industry.
- Experience preferred in state government—legislature, Governor’s office, agency or similar.
- Location preference: Maryland, Virginia, or Washington D.C.

Education
- BS or BA degree required; Master’s degree preferred.
