Responsibilities:
- Execute global resource strategies and associated budgeting activities/projects to drive functional goals and objectives
- Forecast and manage resources and associated budget; provide short- and long-term forecasts and evaluate implications of alternative development scenarios
- Provide leadership and develop strategic recommendations to keep functional areas operating within current Plan/Update resources and budget
- Partner with functional leaders to resource and financially plan upcoming initiatives and projects
- Develop overall portfolio timeline and cost estimates; assess portfolio resources and financial opportunities
- Negotiate portfolio outcomes/deliverables with other functional areas to balance conflicting demands (time, cost, quality, performance)
- Partner with VP to develop departmental goals; provide leadership on strategic business issues and make strategic decisions
- Collaborate across Development to improve operational performance, enhance culture, and improve decision-making
- Maintain business relationships across functional areas to support strategic imperatives; partner with CFO and Development to enhance teamwork and identify workable solutions
- Serve as resource financial expert and establish relationships with key finance stakeholders
- Establish and manage tools/processes to ensure employee proficiency with departmental systems, procedures, tools, and guidelines

Qualifications:
- BS/MS or PhD in a business-related science field; 5+ years of expert operations management experience in the pharmaceutical or healthcare industry
- Experience with project management, portfolio review, finance, and budgeting; large-budget operations in a matrix environment
- Excellent interpersonal and organizational skills; ability to lead, manage, and motivate in a complex, multi-functional matrix environment
- Executive-level collaboration and leadership with broad business orientation
- Strong data analysis and ability to generate insights/recommendations; experience with data/project management systems (Microsoft Excel, Oracle, Workday, etc.) preferred
