Responsibilities:
- Lobbying and advocacy: Engage patient advocacy groups, health professional societies, State Departments of Health, and trade associations to support GSK business unit needs.
- Strategic leadership: Oversee those representing GSK’s interests before state governments; serve as GSK’s registered lobbyist in state legislatures and executive branch agencies; manage senior executive engagement with government officials and key business groups.
- Policy influence: Influence state legislation and regulation affecting GSK’s interests in Oncology, Vaccines, Specialty, Respiratory, and HIV (with an emphasis on prevention policy).
- Objective setting: Identify and establish annual legislative and policy objectives in coordination with Government Affairs management.
- Policy awareness: Maintain knowledge of state policies affecting GSK, including product access and reimbursement, sales/marketing restrictions, and public health initiatives; awareness of key business and tax policies.
- Contract lobbyists: Manage contract lobbyists/consultants in key states as needed and ensure compliance with GSK rules/values.
- Coalition building: Build legislative coalitions and support a regulatory environment that recognizes the value of innovative medicines and prevention of disease.
- Opportunity identification: Identify legislative/regulatory opportunities that support priorities or negatively impact GSK.
- Industry engagement: Influence industry trade associations to ensure alignment with GSK priorities.
- Stakeholder alliances: Establish alliances with patient advocacy groups, health professional organizations, and business associations as appropriate.
- Strategic relationships: Build long-term relationships and communicate with internal/external stakeholders.
- Matrix teams: Participate in matrix teams/task forces with GSK business units and external organizations; collaborate with Policy, Federal Government Relations, Patient Advocacy, Medical, Legal, Compliance, and Sales/Marketing.
- PAC: Represent the GSK Employees Political Action Committee and interface with PAC board members as needed.

Basic Qualifications:
- Bachelor’s degree.
- At least 7 years’ experience in government/government relations; familiarity with political and policy processes in the Northeastern U.S.
- Strong verbal and written communication; ability to summarize complex information concisely in time-sensitive environments.
- Experience building relationships with diverse individuals and groups.
- Ability to work with internal/external stakeholders in a values-compliant manner.
- ~50% travel within the role’s geographic footprint.

Preferred Qualifications:
- Direct lobbying experience; familiarity with patient advocacy groups, Departments of Health, and healthcare provider organizations.
- Pre-existing relationships with policy and legislative leaders in New York and New Jersey.
- Extensive exposure to healthcare policy, emphasizing public health.
- Expertise building alliances and coalitions with third parties/patient advocacy groups.
