The Associate Director oversees the Integrated Facilities Management (IFM) and Capital programs for Lake County, IL, providing strategic leadership and operational guidance to ensure effective, compliant, and innovative service delivery across all in-scope facilities. Accountable for driving IFM strategies, managing contractual relationships, optimizing vendor performance, and aligning facilities operations with organizational objectives, and guiding execution of Capital Programs.
Key Responsibilities:
- Integrated Facilities Management (IFM) Leadership:
- Lead the IFM program across multiple sites to meet contractual scope, metrics, and performance targets.
- Develop, execute, and continuously improve IFM strategies with service providers, site directors, and stakeholders.
- Oversee the IFM contract (e.g., Lake County $11MM budget), including scope changes, RFP processes, SLA/KPI monitoring, and supplier performance.
- Serve as primary liaison/escalation point to resolve issues and lead root cause analysis.
- Vendor & Contract Oversight:
- Foster strategic alliances with IFM vendors; negotiate contracts and evaluate qualifications and compliance.
- Implement change request processes and ensure documentation of contract modifications.
- Ensure site staff are trained to execute contract requirements.
- Financial & Capital Management:
- Manage IFM and capital budgets; track/report and optimize performance and cost control.
- Oversee annual and long-term planning for infrastructure upgrades aligned to business objectives and regulatory compliance.
- Monitor finance reports for compliance and resolve non-conformances.
- Strategic Project Execution:
- Define project/service scopes integrating business needs and technology.
- Lead large cross-site programs/projects for consistent high-value service delivery.
- Use advanced project management tools/methodologies for timely completion and risk mitigation.
- Standards & Compliance:
- Ensure IFM activities meet government, environmental, health, and safety/company standards.
- Participate in committees/task forces/professional associations to align policies with industry best practices.
- Innovation & Industry Leadership:
- Assess and implement industry trends/innovations in IFM.
- Drive process improvements and advance technology across facilities.
- Contribute as a thought leader via presentations, panels, and publications.
- Stakeholder Engagement:
- Maintain effective communication with management, site teams, IFM providers, and clients.
- Build networks and train staff in IFM service delivery excellence.
Qualifications:
- Bachelorβs Degree in Engineering (Mechanical, Chemical, Electrical, or related) required.
- 10β15 yearsβ experience in Facilities Maintenance and/or Operations with extensive IFM/contract/vendor management.
- 7+ years leading projects/programs in facility management.
- Deep financial and project management competency; formal certification preferred.
- Excellent communication, change management, and leadership skills.
