Job Description
- The Vice President, Federal Government Affairs serves as the enterprise leader for Gilead’s engagement with the U.S. federal government, shaping and advancing federal engagement and advocacy strategies aligned with corporate priorities across innovation, access, and public health.
- Translates complex legislative and regulatory dynamics into strategic direction for enterprise decision-making, risk management, and business planning.
- Principal strategist and critical representative to Congress, the Administration, and federal agencies; advances priorities through trusted, bipartisan engagement.
Key Responsibilities Include
- Advise senior leadership on federal legislative/regulatory risks and opportunities; serve as trusted advisor to CEO/SVP Government Affairs/executive team.
- Prepare briefing materials and guide executive engagement with policymakers and stakeholders.
- Develop and execute an integrated federal government affairs strategy aligned with corporate priorities/values.
- Build bipartisan relationships across Congress and the Administration; shape policy outcomes via engagement with Congress, agencies, and stakeholders.
- Engage coalitions to build support for Gilead positions; position company as science-driven partner.
- Translate policy developments into actionable insights for business leaders; partner cross-functionally to align priorities.
- Coordinate across federal, state, and international Government Affairs strategies.
- Build and maintain bipartisan relationships with Members of Congress, staff, Administration officials, and agency leaders.
- Lead engagement with trade associations (e.g., PhRMA, BIO); develop engagement plans for GA team and senior executives.
- Lead Federal Government Affairs team; oversee external consultants/lobbyists/advisors; manage PAC.
- Ensure compliance with lobbying, ethics, and political activity requirements.
Qualifications / Experience
- 15+ years progressive leadership in federal government affairs, public policy, or related fields.
- Significant biopharmaceutical/biotechnology/healthcare sector experience (strongly preferred).
- Proven success shaping federal legislative/regulatory outcomes; established relationships across Congress, Executive Branch, federal agencies, and industry associations.
- Deep understanding of U.S. healthcare policy and legislative/regulatory/appropriations processes.
- Demonstrated bipartisan relationship-building across multiple administrations and congressional cycles.
- Ability to translate complex policy environments into clear guidance for senior leadership.
- Strong enterprise mindset; executive presence/judgment advising senior leaders.
- Exceptional written and verbal communication (executive briefings and message development).
- Passion for scientific innovation and improving patient outcomes; commitment to integrity and ethical engagement.
