Role: Senior Manager of Global Trade Compliance (GTC) – Technical Compliance

Primary Responsibilities:
- Provide primary technical review of GTC SOPs for complex customs requirements: valuation, product classification, country of origin, export controls, and related topics.
- Develop and manage Customs Valuation program:
- Manage commercial customs valuation SOPs (manufacturing/finished goods) and reconciliation reporting across required countries.
- Manage clinical trial material valuation SOPs for IMPs; defend policy with customs authorities as needed.
- Develop valuation SOPs for pipeline products (cell & gene therapy, small molecules) and partner with Corporate Tax, Supply Chain, and Regulatory for tax/duty optimization.
- Develop valuation SOPs for purchased material (PO/Commercial Invoice/Payment three-way match and discrepancy reporting).
- Develop valuation SOPs for non-transaction value material (e.g., CMO development material, CRO research material, inter-site transfers, samples).
- Develop and manage Export Control program:
- Identify ECCN-controlled materials/equipment via surveys, analytics, and outreach.
- Establish export controls for non-EAR99 items to ensure required licenses prior to shipment.
- Create technology control plan and deemed export access plan where applicable.
- Manage restricted party screening using Oracle GTM and managed service provider; support joint escalation with 3PLs/Distributors for sanctioned countries.
- Partner with Sourcing/Legal on export control contract language and INCO term guideline.
- Oversee product classification (HTS/ECCN/PGA) via managed service provider; own Product Classification SOP as SME.
- Own Country of Origin SOP and oversee COO support.
- Develop and manage anti-boycott reporting processes.
- Support global trade compliance projects: co-manage external trade managed service partner/consultants; support GTM system design/implementation to integrate master data and orders/shipments.

Minimum Qualifications:
- 7+ years international trade experience.
- BA/BS required.
- Licensed Customs Broker or equivalent certification.
- Strong familiarity with export controls and customs valuation.
- Pharma/Life Sciences (or similar) experience plus knowledge of standard export/import processes.
- Experience managing customs brokers, managed service providers, and consultants.
- Knowledge of logistics systems (GTM, TMS, ERP, integrations).
- Strong digital/analytical skills (Excel, SharePoint, Alteryx, reporting tools).
- Ability to conduct training and explain complex requirements.
- Ability to drive continuous improvement and transformative change.
