Responsibilities
- Support a new manufacturing site in Richmond, VA; upon construction and C&Q completion, transition to a site HSE operations role to support medicine manufacture.
- Support management of GFD’s Contractor Safety Management Program (CSMP).
- Serve as SME for department HSE documents and standards.
- Coach project teams to comply with CSMP; deliver safety orientations aligned to compliance standards and industry trends.
- Manage environmental requirements and permits with local regulations.
- Conduct field confirmation of CSMP application; provide CSMP training to GFD personnel.
- Support safety processes including Hazard Recognition/Risk Assessment, Confined Space Entry (CSE), Hot Work Permit (HWP), Lock Out/Tag Out (LOTO), Safe To Operate Permit (STOP), etc.
- Perform HSE field execution inspections; track leading/lagging indicators and develop project analytics.
- Collaborate with Global HSE and GFD HSE SMEs for alignment with corporate priorities and requirements.
- Lead/support/influence investigation and Root Cause Analysis (RCA) of unplanned adverse incidents.

Basic Requirements
- Bachelor’s degree in Safety, Engineering, Environmental Science, Industrial Hygiene, or related technical field.
- Minimum 5 years HSE experience.
- 29 CFR 1926 construction experience with at least 5 years delivering capital projects.
- Authorized to work in the U.S. full-time; no visa/work authorization sponsorship.

Additional Skills/Preferences
- Contractor safety management and/or permit-to-work (PTW) systems.
- OSHA regulations, risk management, safe work permitting.
- Translate regulations/standards into field-executable procedures.
- Contractor lifecycle support (prequalification, onboarding, field oversight, performance evaluation).
- Influence without direct authority; strong written/verbal and interpersonal skills.
- Field audits, permit reviews, contractor observations; greenfield/major capital/startup experience; PTW system experience; process safety integration (MOC, energy isolation, SIMOPS coordination). OSHA 30 Hour for Construction.
