Role Summary

The Manager of State Policy is a key member of the US Public Policy team, reporting to the Director of State Policy. The role partners with the State Government Affairs team to provide policy analysis, strategic insight, and thought leadership on state policy issues, including vaccines, 340B, price controls, and patient access in the prescription drug policy space. The Manager collaborates across the GAPPA team and works with internal partners across US legal and Market Access. Location: Washington, DC.

Responsibilities

  • Monitor and track relevant state policies related to GSK’s portfolio; conduct in-depth research and analysis on state legislation and regulations to extract key business insights.
  • Develop letters for public comment and testimony, slide deck presentations, research briefs, advocacy materials, and other relevant content to communicate insights effectively.
  • Support and participate in external stakeholder relationships with trade associations, consultants, and vendors.
  • Contribute to the development and implementation of GSK’s overall state policy agenda in collaboration with the State Policy Director and State Government Affairs Directors.
  • Provide insight and guidance on policy developments, build relevant policy positions and advocacy materials to advance priorities.
  • Support policy and advocacy strategies, including the development and approval of materials with internal partners (US Legal, US Market Access, US Medical Affairs, US Communications).
  • Support external policy forums (e.g., PhRMA) and represent GSK thought leadership on priorities.
  • Maintain alignment with GAPPA leadership on business units’ priorities and strategy.

Qualifications

  • Required: Bachelor’s degree in Public Policy, Health Policy, Public Health, Political Science, or related field.
  • Required: 4+ years of direct experience in policy analysis, government, consulting, or similar roles, including prior state health policy, pharmaceutical industry experience or work within state/federal government agencies.
  • Required: Experience managing multiple priorities and competing projects simultaneously.
  • Required: Written and verbal communication skills with proven ability to synthesize and present complex policy information.
  • Preferred: Advanced degree (e.g., MPH, MPP, JD).
  • Preferred: Ability to synthesize and effectively communicate complex issues clearly in written or verbal form.
  • Preferred: Self-starter with proactive approach and ability to manage time and priorities without oversight.
  • Preferred: Understanding of current healthcare and biopharmaceutical industry issues, including medical and pharmacy drug benefit dynamics; strong analytical and independent problem-solving skills; ability to exercise sound judgment; experience as a project manager, collaborator, and individual contributor; experience presenting to senior leadership.

Education

  • Bachelor’s degree in Public Policy, Health Policy, Public Health, Political Science, or related field.
  • Advanced degree (e.g., MPH, MPP, JD) preferred.
