Position Summary:
The Associate Director, Strategic Procurement is responsible for strategic sourcing, outsourcing, procurement, and financial oversight of clinical studies and other Research & Development (R&D) activities. Key business partner to Clinical Operations, Development, Regulatory, Medical Affairs, Finance, and other R&D functions.
Responsibilities:
- Develop outsourcing strategies and plans for R&D (focus on Clinical Studies).
- Lead competitive sourcing initiatives, RFP development, and bid analysis.
- Evaluate outsourcing models and recommend options balancing quality, timelines, feasibility, and financial impact.
- Provide input into negotiation of financial business terms and manage R&D contracts with other departments.
- Support and coordinate vendor discount programs.
- Assist in negotiating vendor scope, price, payment terms, and service level agreements.
- Develop and maintain forecasts for clinical and other R&D activities.
- Monitor actual spending vs. budget/forecast; identify variances and recommend actions.
- Support monthly/quarterly financial close (accrual calculations, invoice forecasting, budget reconciliation).
- Analyze resource utilization, vendor spend trends, and portfolio investment needs.
- Collaborate on long-range planning assumptions and multi-year cost projections.
- Provide executive reporting/dashboards on R&D expenditures, study performance, and vendor spend.
- Champion continuous improvement for procurement, outsourcing, financial governance, and operational effectiveness.
Education/Experience Requirements:
- Bachelor’s degree in finance, business administration, life science, or related field required (MBA preferred). Equivalent experience may be considered.
- 8+ years in procurement, outsourcing, contracts, vendor management, clinical operations, finance, or related.
- 2+ years in a Clinical Research Organization, biotech, or pharmaceutical industry.
- Demonstrated experience with clinical study budgets, forecasting, accruals, and vendor financial performance.
- Experience working with CROs and other clinical service providers required.
Additional Skills/Requirements:
- Strong financial acumen (modeling, budget management, variance analysis, executive reporting).
- Proficiency with Microsoft Office Suite, Agiloft, Coupa (and other relevant tools).
- Excellent communication; strong cross-functional partnership; strong organization/facilitation; ability to multitask and manage shifting priorities.
- Travel up to 10% domestically.
- Role is not expected to be 100% remote; ability to perform face-to-face/onsite work in San Diego.

- Target Base Pay Range: $150,000–$195,000.
