Position Summary
The Associate Director, Global Outsourcing and Budget Management leads operational delivery of clinical sourcing, contracting, budgeting and supplier-management activities across global clinical studies.
Essential Functions
- Lead day-to-day clinical outsourcing, contracting and budget-management operations across programs/supplier categories.
- Manage, coach and develop assigned staff.
- Plan and execute RFI/RFP activities (scope development, bid analysis, supplier due diligence).
- Prepare, negotiate, route and execute MSAs, Work Orders/SOWs, Change Orders, vendor service agreements and consultant agreements.
- Manage contracting/change-control workflows; identify scope creep/unplanned exposure and escalate deviations/disputes.
- Develop and maintain investigator-site budget templates and negotiation parameters (domestic/international) using Fair Market Value, coverage-analysis and billing-compliance requirements.
- Oversee site-budget/contract negotiations, payment terms, exception management, SOX compliance (US), and payment issue resolution.
- Review CRO site budgets and CRO invoices; support unit-cost/pass-through review with Clinical Operations; provide feedback to accounting.
- Oversee invoice audits; develop GL coding systems for non-PO invoices.
- Support trial/vendor budgeting, forecasting, accruals, reconciliation, audit and variance analysis.
- Maintain portfolio visibility and deliver decision-ready dashboards/reporting.
- Manage supplier performance via scorecards/business reviews; implement remediation.
- Implement/maintain SOPs, templates, controls and standardized processes; support audits/inspections.
- Serve as process owner/SME for clinical financial/contracting/payment systems (including Veeva).
Education & Experience / Qualifications
- Bachelor’s degree in life sciences/business/finance/healthcare administration (advanced degree preferred).
- 8+ years clinical-research operations experience (pharma/biotech/CRO), including clinical outsourcing, supplier management, budgeting, contracting or site payments.
- 3+ years leading teams/complex cross-functional workstreams.
- Global clinical studies experience; RFPs, contracts, site budgets, financial tracking, and supplier performance.
- CTMS and clinical financial/contracting/site-payment systems experience; Veeva strongly preferred.
Skills (Required/Preferred)
- Strong RFP execution, bid analysis, negotiation (contracts/change orders), investigator-site budgeting, supplier-performance management.
- Strong financial/analytical skills (budgeting, forecasting, accruals, reconciliation, variance analysis).
- Knowledge of Fair Market Value, coverage analysis, CPT coding, and billing-compliance requirements.
- Advanced Microsoft Excel; CTMS/Veeva or comparable systems.
Working Environment
- On-site in El Segundo, CA or Torrey Pines, CA; Mon–Fri standard business hours with flexibility as approved; occasional evening/weekend support may be required.
Benefits / Compensation
- Discretionary bonus and equity award.
- Annual base pay range: $188,000–$209,000.
