Key Responsibilities
- Advise senior leadership on federal legislative/regulatory risks and opportunities and implications for enterprise strategy.
- Serve as trusted advisor to CEO/SVP and executive team on federal policy dynamics and stakeholder engagement.
- Prepare briefing materials and guide executive engagement with policymakers and stakeholders.
- Develop and execute an integrated federal government affairs strategy aligned with priorities (innovation, access, affordability, global health).
- Build and sustain trusted bipartisan relationships across Congress and the Administration; shape policy outcomes through direct engagement with Congress, agencies, and policy stakeholders.
- Anticipate and respond to evolving legislative/regulatory/political dynamics impacting the biopharmaceutical sector.
- Translate policy developments into actionable insights; partner cross-functionally to align policy priorities with business objectives.
- Lead Federal Government Affairs team; oversee external consultants/lobbyists/advisors; manage the Political Action Committee; ensure compliance with lobbying/ethics/political activity requirements.

Qualifications / Experience (Required/Preferred)
- 15+ years progressive leadership in federal government affairs/public policy (required).
- Significant biopharmaceutical/biotechnology/healthcare sector experience strongly preferred.
- Proven success shaping federal legislative/regulatory outcomes with established relationships across Congress, Executive Branch, agencies, and industry associations.
- Deep understanding of U.S. healthcare policy, legislative/regulatory/appropriations processes.
- Demonstrated bipartisan relationship-building across multiple administrations and congressional cycles.
- Ability to translate complex policy environments into clear guidance; strong enterprise influence in matrixed organizations.
