Specialist, Government Affairs Operations

Key Responsibilities
- Ensure compliance with applicable Corporate and Divisional policies and procedures governing Government Affairs financial, contracting, and lobbying activities.
- Consult with stakeholders to understand business needs supported by financial and compliance systems; assess impacts of changing requirements on system design, workflows, and outputs.
- Develop business user requirements, system documentation, workflow procedures, and data models; communicate plans, timelines, and trade-offs.
- Review and route requested system changes; create implementation specifications; communicate updates, enhancements, and issues.
- Maintain accurate system documentation; coordinate and perform testing of system modifications; support training materials and educational tools.
- Produce reports, data visualizations, and analyses from enterprise systems/databases for decision-making, project analysis, and compliance verification.
- Ensure audit data is accurately captured in applicable systems; execute system control practices and purchasing procedures.
- Accountable for control and administration of purchasing systems; support mainframe/stand-alone and interfaced systems impacting purchasing.
- Contracting/Accounts Payable: Coordinate initial compliance and financial review of third-party vendor contracts; manage invoices/AP submissions; develop and maintain funding request tracking for ACRs, shopping carts/POs, Vendor Master Data (DSP), and CDA/NDA submissions.

Qualifications
- Bachelor’s degree with 2+ years relevant experience, or Master’s degree in Information Systems, Business Administration, or related field.
- Experience with financial and compliance systems (development, implementation, operations) in large-scale enterprise environments.
- Strong communication; ability to lead/facilitate meetings.
- Detail-oriented, organized, collaborative, customer-focused.
- Experience coordinating cross-functional compliance initiatives.
- Strong analytical/synthesis and executive communication skills.
- Advanced Microsoft Office (PowerPoint, Excel, Word, SharePoint), Canva; experience leveraging generative AI tools.
- Ability to prioritize competing timelines and operate in fast-paced environments.

Travel: 5–10% (U.S.; occasional international).
