Role Summary

Senior Director, Government Affairs is responsible for driving Amgen's strategic engagement in health policy, government relations, and compliance. This role manages strategic day-to-day operations for the government affairs function and collaborates with the SVP Global Government Affairs & Policy to advance policy objectives across federal, state, and international levels.

Responsibilities

  • Strategic Leadership & Planning
    • Drive strategic planning for the SVP and GGA&P Senior Leadership Team (SLT).
    • Develop political and legislative engagement strategies for the CEO and select senior executives.
    • Lead government affairs strategic operations, including compliance, budget strategy and oversight, and staff transitions.
  • Policy & External Engagement
    • Manage and serve as “air traffic control” around Amgen’s engagement with U.S. trade associations (PhRMA, BIO, CLS, HLC, NPC).
    • Develop concise messaging, policy memos, and materials for executive audiences and DC engagements.
  • Compliance & Governance
    • Lead all GGA&P compliance efforts (PAC, LD2, LD203, Board CRCC preparation) working closely with cross functional team members.
    • Identify, assess, and mitigate compliance risks.
    • Ensure oversight and strategy for GGA&P budget across related cost centers working closely with team members handling day-to-day tasks.
  • Team & Organizational Support
    • Work closely with DC office support team to ensure site needs are met.
    • Collaborate cross-functionally with Corporate Affairs, Law, Global Value & Access, HR, and executive stakeholders.

Qualifications

  • Required: Doctorate degree and 5 years of government affairs and policy experience
  • Required: Master’s degree and 8 years of government affairs and policy experience
  • Required: Bachelor’s degree and 10 years of government affairs and policy experience
  • Preferred: Broad understanding of government affairs and policy
  • Preferred: Senior level experience working with the Board in a government affairs function in industry trade association (BIO/PhRMA, etc.), multinational pharmaceutical company or government body
  • Preferred: Strong writing, communication, and analytical skills, with the ability to tailor tone and content to senior leadership
  • Preferred: Demonstrated agility in managing cross-functional, virtual, and global teams
  • Preferred: Ability to lead in a complex, matrixed environment and influence senior leadership
  • Preferred: Strong program management, project execution, and decision-making skills
  • Preferred: Clear, proactive communicator with strong oral and written communication abilities
  • Preferred: Resilient, collaborative, and adaptable mindset, with a strong drive for results
  • Preferred: Deep respect for diverse perspectives, building trustful relationships across teams and functions
