Key Objectives/Deliverables
- Project Management: Lead and manage teams to deliver a greenfield Utilities program ($500MM USD or more) supporting clean utilities (WFI, pure/clean steam, USP/purified water, process gases, clean compressed air) and gray utilities (chilled/hot water, plant steam/air, potable & process water, natural gas, electrical distribution, emergency power, wastewater) for manufacturing, laboratory, administrative, and warehouse buildings (cradle to grave: conceptual design through commissioning, qualification, and operational handover). Deliver safety, cost, schedule, and quality assurance.
- Interface/Communication: Lead from a regional distance; maintain communication with leadership and stakeholders. Coordinate utility tie-ins, capacity allocations, and handoff sequencing to support commissioning/qualification milestones; resolve issues and implement scope changes safely with quality, speed, and value.
- Compliance: Manage per company policies/procedures, cGMP for clean utility systems, and regulatory/code standards (FDA, ISPE Baseline Guides, ASME BPE, USP, NFPA, local AHJ).
- Safety/Environment: Develop and maintain safety and environmental execution plans; ensure compliance from conceptual design through operational verification.

Minimum Requirements
- B.S. in Engineering or technical field.
- 10+ years’ capital project delivery in industrial/manufacturing facilities (preferably leading >$100MM; greenfield experience).
- Willingness to relocate and/or travel.

Additional Preferences
- Biotech/biologics/bioconjugate experience; CUP and clean/gray utility distribution on greenfield pharma/biotech campuses.
- Clean utility systems expertise (incl. ASME BPE); gray utility experience; cGMP commissioning/qualification (IQ/OQ/PQ) and ISPE impact assessment.
- Multi-building campus utility coordination; GMP/LEAN/automation/construction quality/project controls/scheduling.
- PE or equivalent; PMP; continuous improvement.

Additional Information
- Travel ~15%–30%; onsite relocation to Richmond, VA; not remote.
