Role Summary

The Project Delivery Engineer provides comprehensive program and project support by coordinating with operations teams to ensure timely information exchange, managing project transitions to operations, maintaining an organized engineering library, and analyzing risks while delivering progress reports to leadership. It also includes finance and procurement responsibilities, such as overseeing the Purchase to Pay process, managing vendor pools, and ensuring accurate asset capitalization in collaboration with Finance and service partners. Additionally, the role requires active participation in knowledge-sharing initiatives, governance meetings, and operational forums to drive best practices, innovation, compliance with GSK standards (Engineering & EHS) and alignment across site and regional teams. As a member of the Global Supply Chain R&D Engineering Services team, you will contribute to provide Facilities Management and Capital Projects delivery for Technical R&D sites within GSC’s Engineering and EHS organization.

Responsibilities

  • Liaise with operations teams to ensure that information required by project teams is provided in a timely fashion, and that operations teams are aware of project impacts on site operations.
  • Coordinate technical engineering deliverables ensuring action and decisions are tracked using appropriate mechanisms.
  • Manage the transition of completed projects to operations, ensuring all documentation, training, and systems are in place for seamless integration.
  • Manage the Site Engineering Library, ensuring that technical documentation produced by projects is appropriately filed and organized such that it can be quickly found when needed and of sufficient quality for operational needs and GSK requirements.
  • Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders.
  • Prepare monthly progress report(s) as needed to keep Head of Facilities & Engineering and Engineering Lead informed of project progress and escalate any safety issues or delivery issues where resolution cannot be achieved with available resources.

Finance and Procurement Support

  • Manage the Purchase to Pay process for capital projects, working with service partners to ensure that purchase orders are issued in a timely fashion and invoices are appropriately reviewed and paid according to contract terms.
  • Support pre-qualification of third-party vendors so that a pool of approved and qualified contractors, suppliers, vendors is maintained to ensure flexibility and project demand sharing.
  • Co-ordinate and lead the site’s responsibilities on asset capitalization and verification liaising closely with Finance and service partners to ensure delivery of data requirements, robustness of data, issue resolution and implementation of any initiatives and changes to ways of working.
  • Performance manage the asset capitalization process to ensure the site meets its obligations through liaison with service partners supporting this activity to ensure deadlines are met.

Knowledge Sharing and Governance

  • Participate in Communities of Practice to share learnings of external or internal benchmarks, innovations, best practices, and continuous improvements for Project Management.
  • Actively participate in site and regional governance meetings with Service Partners and engage in regular operational forums including weekly tiered meetings as required.

Qualifications

  • Bachelors degree
  • Minimum 3 years experience in facilities management and/or engineering projects.

Preferred Qualifications

  • PMP certification.
  • Graduate degree or Advanced degree.
  • Experience with engineering drawings and organizing/managing a library of technical documentation.
  • Experience in supplier management.
  • Knowledge of financial and procurement processes.
  • Ability to establish strong working relationships with key internal stakeholders and external service partners.
  • Ability to quickly analyze complex issues and identify and implement effective solutions.
  • Ability to use and/or build analytic platforms for data reporting purposes, track project performance, and develop actionable insights for management.
  • Basic knowledge of construction safety.
