Position Summary
- Responsible for planning, execution, and delivery of facility and engineering projects enabling ImmunityBio clinical and commercial manufacturing operations, with focus on facility buildouts, utilities, and equipment qualification/validation.
- Leads cross-functional project teams through concept design and funding approval through construction, commissioning, qualification, and handover; delivers safely, on schedule, within budget, and in compliance with cGMP, building codes, and internal quality standards.

Essential Functions
- Own end-to-end delivery of assigned facility, utility, and equipment projects (scope, schedule, budget, quality) through turnover to Operations.
- Develop and maintain integrated program plans (scope, milestones, resources, budgets, risk registers).
- Coordinate internal resources and external partners (contractors, vendors, commissioning/qualification providers).
- Lead project meetings; provide status reports; communicate risks and mitigations.
- Identify critical path, dependencies, bottlenecks; implement recovery plans.
- Plan and direct capital projects (new construction, expansions, lab/cleanroom buildouts, infrastructure upgrades).
- Partner with Facilities/Manufacturing/Quality/EHS/design teams on layouts and systems (HVAC, utilities, piping, electrical, controls) meeting operational/regulatory/safety needs.
- Ensure cGMP-aligned design/construction (controlled environments, flows, segregation).
- Manage construction progress, field changes, and change orders.
- Lead/coordinate commissioning and qualification (CQV) and develop/execute CQV deliverables (URS, FAT/SAT, IQ/OQ/PQ, summary reports).
- Ensure timelines account for CQV, documentation review, and QA/regulatory approvals for GMP release.
- Support resolution of technical/validation issues during startup/qualification.
- Ensure compliance with building/safety codes and environmental regulations.
- Support EHS construction safety and contractor compliance.
- Support audits/inspections; prepare/present project and CQV documentation.
- Build budgets/cash flow forecasts; track capital spend.
- Review vendor/contractor proposals, scopes, and change orders; recommend selection/award; review invoices per milestones.
- Facilitate cross-functional decision-making; escalate key issues with options/recommendations.
- Deliver project updates to executive/site leadership.

Education & Experience
- Bachelorโ€™s degree in engineering, science, or relevant field (required).
- 3+ years engineering program/project management in biotech/pharma or other regulated life sciences manufacturing (required).
- Facility buildouts and equipment CQV experience (strongly preferred).
- Capital/infrastructure projects in cGMP or similarly regulated environments (preferred).
- Cross-functional matrix experience with design/construction partners (preferred).
- Experience with Waterfall and Agile/hybrid methodologies (preferred).
- PMP or other project management certification (preferred).

- Strategic thinking, strong problem-solving, and matrix management.
- Understanding of facility/utility systems impact on GMP (clean utilities, process gases, HVAC, process equipment).
- Working knowledge of commissioning/validation (IQ/OQ/PQ and documentation).
- Ability to manage multiple priorities with attention to detail and compliance.
- Proficiency with project tools and MS Office (MS Project, Excel, PowerPoint, Word); CAD/BIM familiarity a plus.

Working Environment
- On-site in Dunkirk, New York; Mondayโ€“Friday standard hours (flexibility with manager approval).
- Mobility to work in office and construction/plant environments; use standard office equipment.
- Ability to lift/carry up to 20 pounds.

Compensation & Benefits (as stated)
- Discretionary bonus and equity award.
- Annual base pay range: $95,400โ€“$106,000.
