Manager, EHS

Role Summary

The Manager of Environmental Health & Safety (EHS) role is based at the Willow Island, West Virginia site. The position ensures compliance with all Federal, State and local Environmental, Health and Safety regulations for the site and leads the development of an effective safety and environmental culture. It involves anticipating regulatory and compliance needs, informing management of potential regulatory and financial impacts, and providing leadership through policies and services to protect colleagues, site operations, and the public. The EHS Leader collaborates with shop-floor, lab, warehouse, maintenance, and office teams to investigate incidents, prevent injuries, and implement practical EHS practices.

Responsibilities

• Manages and supervises the EHS program for the assigned facility.
• Provides engineering support for construction, operations, laboratory and maintenance activities; evaluates equipment; supports upgrades or demolition; oversees contractors; identifies solution technologies for air, water, and waste compliance.
• Serves as the technical advisor to management on all EHS aspects involved in the manufacture, storage, delivery, and use of chemical materials.
• Establishes a formal program to administer hazard evaluation activities and the Process Safety Management (PSM) program; documents processes requiring hazard evaluation studies and schedules them; tracks recommendations and resolutions; provides expert assessment of change control requests and technology transfer; leads HAZOP reviews for new capital projects; conducts self-assessments to ensure compliance.
• Designs and implements a Mechanical Integrity program appropriate to control of fire and explosion and PSM compliance.
• Facilitates dust explosion hazard testing and implements cost-effective controls; trains colleagues on fire and explosion hazards and equipment and administrative controls.
• Develops site environmental, health and safety policies and procedures in alignment with corporate procedures.
• Provides technical supervision to ensure EHS management recommendations are incorporated and compliance with EHS standards for new facilities, equipment, or major modifications; reviews and approves EHS-related projects.
• Overviews contractor personnel safety; evaluates safety performance and has authority to amend or stop work if safety is imperative.
• Develops, establishes and coordinates the site emergency team; ensures fire emergency considerations are addressed; integrates environmental engineering into Emergency Team procedures for chemical spill response, containment and cleanup.
• Maintains Emergency Spill Response and Evacuation Contingency Plans and Loss Prevention Programs; coordinates with insurance carrier.
• Trains colleagues and contractors on the EHS program and maintains skill performance levels.
• Ensures operations conform to government regulations and corporate EHS procedures; develops and implements EHS management systems to move site operations beyond regulatory compliance.
• Designs, develops and produces EHS programs to meet site operational needs; monitors program status and allocates internal or external resources as needed.
• Supervises submittal of all EHS reports in a complete and timely fashion as required by regulatory authorities or corporate procedures.
• Prepares for corporate EHS assessments and coordinates follow-up action plans; remediation of findings; conducts periodic self-assessments as required by corporate procedures.
• Hosts government inspections, coordinates inspection reports and ensures timely correction of outstanding items.
• Coordinates health and safety impacts for capital project appropriations, product transfers, or other manufacturing changes with facility engineering.
• Coordinates Industrial Hygiene surveys and assesses changes in controls, colleague protection, practices, and equipment.
• Investigates serious injuries, illnesses, business interruptions and property losses to identify root causes and develop preventive measures.
• Maintains emergency Spill Response and Evacuation Contingency Plans and Loss Prevention Programs as required, including coordination with the insurance carrier.
• Additional responsibilities include preparation of CPAs, coordinating projects with other site Portfolio projects, developing design documentation, creating RFPs, and managing construction and financial issues for assigned projects; ensuring clear communication and stakeholder engagement; ensuring regulatory compliance on assigned projects; project startup and punch-list resolution; training and documentation management; budgeting; and maintaining alignment with GMS standards and Phibro Quality Standards.
• Participates in engineering operations meetings to promote alignment, supports master planning, and contributes to engineering SOPs; maintains up-to-date project management and engineering skills.

Qualifications

• Preferred: CIH, CSP or other applicable certification.
• Knowledgeable in the fields of industrial hygiene, safety engineering, OSHA VPP certification, toxicology, environmental and occupational health.
• Excellent leadership, analysis, judgment, and communication skills; ability to interact with agencies and all levels of the organization.
• Excellent interpersonal and diplomacy skills, creativity, practical problem solving, flexibility.
• Excellent written and verbal communication skills; able to communicate effectively with employees on EHS issues.
• Ability to analyze how decisions in one area impact other parts of the operation.
• Ability to work with others in the design of new operations and facilities.
• Working knowledge of NFPA codes, static electricity, and hazard control.
• Qualified HAZOP leader.
• Ability to work well in a self-directed, team environment.
• Proficiency with computers, including e-mail, internet, and online training modules.

Education

• BS Degree in Chemical Engineering, Chemistry or other Engineering or Science Degree is required. MS Degree is preferred.
• 10+ years of experience in EHS program management in an industrial setting, with 5 years of experience in PSM management processes.

Additional Requirements

• Must be able to access all areas of the manufacturing facility, including routinely walking and climbing ladders/stairs, and lifting up to 55 pounds.
• Able to travel to other sites within the U.S. network, as needed.
