Role Summary

Integrated Facilities Management (IFM) Site Contract Manager responsible for overseeing IFM-related contracts, vendor performance, and budget ownership at the site level. Acts as primary liaison between service providers and internal stakeholders to ensure contracted services meet quality, safety, and compliance standards. Supports contract renewals, bid events, service transitions, and serves as SME during audits and inspections.

Responsibilities

  • Serve as the single site point of contact for IFM vendors and dedicated suppliers/contractors.
  • Manage the IFM agreements including MSA, LCA, and service schedules at the site level.
  • Lead the transformation and implementation of IFM services, ensuring alignment with operational goals.
  • Provide oversight of critical services such as GMP-cleaning, pest control, gowning, CAD, and security systems.
  • Coordinate with vendors to address technical emergencies and upcoming service activities.
  • Own the Service Change Control process and oversee IFM reporting at the site level.
  • Administer contracts throughout their lifecycle, including monitoring expiration dates and key clauses.
  • Ensure compliance with local SOPs, standards, CAPAs, and other IFM-related documentation.
  • Represent Takeda as the IFM lead during audits conducted by MOH and other health agencies.
  • Monitor and evaluate service performance against KPIs, including training, quality, and compliance with SOWs and SLAs.
  • Ensure vendor and contractor adherence to Quality and EHS requirements.
  • Act as the first point of contact for complaints and claims related to IFM services.
  • Manage the site-level IFM OPEX budget, including PO placement, invoice review, and approval.
  • Control baseline budgets, track savings, and oversee planned and unplanned expenses.
  • Approve service-related activities and expenses, including unplanned maintenance.
  • Initiate or review cost-saving projects in collaboration with vendors.
  • Oversee CAPEX and lifecycle management for IFM-related investments.

Qualifications

  • Required: Bachelor’s degree in Engineering or a related discipline; with over 7 years of relevant experience.
  • Strong interpersonal and influencing skills; ability to collaborate across functions and drive alignment.
  • Proven experience in SOW development, contract negotiations, and managing SLAs and KPIs.
  • Deep understanding of facility management operations, including critical systems, maintenance protocols, and service delivery processes.
  • High business and financial acumen; ability to translate operational needs into strategic outcomes.
  • Excellent negotiation and communication skills; track record of building strong vendor and stakeholder relationships.
  • Cross-functional mindset; ability to connect technical, quality, and compliance domains.
  • Solid knowledge of GMP-Quality standards and EHS responsibilities; ensuring safe and compliant operations.
