Role Summary

Health Policy & Reimbursement Executive Director will lead development and implementation of reimbursement strategies for federal (US) payer issues across multiple therapeutic areas and the company’s biosimilar portfolio. The role involves cross-functional collaboration to identify and resolve barriers to entry for pipeline products/therapies, providing broad reimbursement-related advice for inline products, and mitigating proposals that could affect access to Amgen therapies. The position requires analysis of complex policy proposals, clear communication to internal audiences, and engagement with trades and government affairs to align strategy and messaging.

Responsibilities

  • Lead development and implementation of reimbursement strategies for US payer issues across multiple therapeutic areas and the biosimilar portfolio.
  • Identify and resolve barriers to entry for pipeline products/therapies; provide reimbursement-related guidance for inline products, including mitigation strategies against proposals affecting access.
  • Review and analyze complex policy proposals and regulatory/legislative text; communicate impact to government affairs, commercial, regulatory, clinical, and senior executives.
  • Collaborate with government affairs to align strategy, talking points, and messaging to officials, agencies, and third parties.
  • Engage with major trade associations on corporate policy priorities and industry-wide health policy initiatives, including Federal drug pricing policy.
  • Conduct research and integrate clinical, market, and payer data to inform reimbursement objectives.
  • Provide regular written and oral updates to senior executives and key partners on reimbursement and US health policy topics.

Qualifications

  • Required: Doctorate degree & 6 years of health policy or reimbursement experience OR Master’s degree & 10 years of health policy or reimbursement experience OR Bachelor’s degree & 12 years of health policy or reimbursement experience AND 6 years of managerial experience directly managing people and/or leading teams, projects, programs, or resource allocation
  • Preferred: Experience with Congressional Budget Office–style modeling and cost analyses; experience/relationships with agencies such as HHS, CMS, and CBO; deep understanding of Federal US and/or commercial payer environments, including coverage, coding, and reimbursement; broad experience in Medicare, Medicaid, and national health programs; strong understanding of the US biosimilars market; experience reviewing clinical literature for payer implications and submissions to Federal programs; strong communication and presentation skills; quantitative skills for translating data into concise materials; product commercialization experience; experience in Amgen therapeutic areas; experience in multi-stakeholder groups; people management experience
