POSITION RESPONSIBILITIES
1) Product Engineering Strategy & Operating Model: Define/execute Digital Product Engineering strategy; architect and operationalize a five-pillar Product Operating Model (Product & Value Mgmt, Value Stream Engineering, Platform & Enablement, Quality Engineering, Data & Intelligence); champion design principles; establish Chapter Model and Communities of Practice; set up governance (Architecture Review Board, Quality Gate Council, Delivery Governance Council, Portfolio Steering Committee); benchmark tech trends.
2) Delivery & Operations Accountability: Own end-to-end delivery/operations for PAH & Diagnostics digital portfolios (20+ products across 4 Agile Release Trains); ensure squad model (PO, UX, Tech Lead, Dev, QE, Scrum Master); drive PI planning and consistent metrics; validate release plans via governance; execute Stabilise/Build/Optimise transition roadmap.
3) Organization Design, Talent & ZICC Build-Out: Transform org (~207 to ~157 FTE); grow ZICC (36 to 70) and leadership team; elevate QE to independent pillar; establish Chapter Lead roles; execute 9-week formation plan.
4) Vendor Strategy & Cost Optimization: Manage vendor/ICC mix; retain Accenture & EPAM; exit Infosys & Adecco; enforce KT as contract deliverables; deliver cost savings ($1.5M 2026, $3M 2027).
5) Architecture, Platform & Technical Excellence: Own standards; ensure Internal Developer Platform (IDP), CI/CD Golden Path, API/Integration Hub; enforce Tech Radar.
6) Quality Engineering & Compliance: Security/compliance execution; QE release veto; embedded SAST/DAST; SLOs/observability/regression guardrails.
7) Stakeholder Engagement & Strategic Advisory: Lead with Dx/PAH stakeholders; advise CTO; co-chair Portfolio Steering Committee; lead alignment workshops; manage change.
QUALIFICATIONS (Required/Preferred)
- Bachelor’s required; Master’s/MBA preferred.
- 15+ years leadership in product engineering/delivery (5+ years in leadership).
- 100+ person product engineering org scaling across geographies; Agile at scale (SAFe/LeSS) with ART/PI Planning.
- Vendor strategy execution; product-centric operating model transformation (squads/chapters, platform engineering).
- Financial acumen (P&L/ROI).
- Regulated industry experience strongly preferred.
TECHNICAL SKILLS (Selected)
- SAFe/Scaled Agile expertise (SPC/RTE/Lean Portfolio Mgmt preferred).
- API-first, microservices, cloud-native (AWS/Azure/GCP), event-driven, platform engineering.
- TOGAF/enterprise architecture governance; DevOps/SRE (CI/CD, IaC, observability, SLOs, incident/on-call).
- IDP with golden paths/API gateways.
- Quality: test automation, shift-left, SAST/DAST, performance, DORA metrics.
