Role Summary

We are seeking a strategic and execution-oriented leader to serve as the Global Access Mechanisms (GAM), Strategy & Governance Lead within Biogen's Worldwide Medical organization. This role will shape and operationalize Biogen’s global access strategy through the development of a Center of Excellence focused on governance, capability building, and knowledge infrastructure for all global access mechanisms, including early access, post-trial, compassionate use, and humanitarian programs. You will drive long-term strategic planning and near-term execution to ensure access mechanisms are consistent, compliant, and scalable across geographies and therapeutic areas. Leadership will be demonstrated through matrix influence and enterprise-wide collaboration with global medical functions, the development organization, Global Product Strategy & Commercialization, Manufacturing, Corporate Affairs, Legal, and Compliance. The role will establish foundational capabilities, drive cross-functional alignment, and embed ethical, sustainable, and compliant access practices across geographies and therapeutic areas. On-site in Cambridge monthly.

Responsibilities

  • Enterprise-level role with worldwide influence shaping Biogen’s access governance framework, operating principles, and long-term strategic roadmap.
  • Central lead for access governance and capability development, partnering across all worldwide medical functions, the development organization, Global Product Strategy & Commercialization organization, Manufacturing, Corporate Affairs, Legal, Compliance, etc.
  • Drives consistency in decision-making, risk mitigation, and policy adherence across diverse markets and access pathways.
  • Leads through matrix influence with high visibility and strategic accountability.
  • Governance & Strategic Frameworks:
    • Develop and operationalize Biogen’s Global Patient Access Governance Framework, integrating ethical standards, decision pathways, and compliance requirements.
    • Relaunch and optimize the Global Access Mechanism Governance Committee (GAM-GC), ensuring lean membership, clear decision rights, and escalation pathways.
    • Harmonize SOPs and policy documents to support flexible, market-sensitive execution.
  • Capability Development & Center of Excellence:
    • Design and lead the Global Access Mechanisms Center of Excellence (CoE), including core principles, governance models, and content infrastructure.
    • Translate a forward-looking blueprint/roadmap into actionable initiatives that build and mature Biogen’s global access capabilities.
    • Define and standardize access pathways including enablement value and risk profiles.
  • Training & Knowledge Management:
    • Build and deliver high-impact training programs to enhance access competency across internal teams.
    • Create and manage a centralized repository of access-related content, including policies, templates, and best practices.
    • Monitor capability maturity and define KPIs to measure progress and impact.
  • Strategic Implementation & Market Sensitivity:
    • Tailor access strategies to market archetypes (e.g., developing, lower potential, high potential) and legal/payor environments.
    • Integrate access planning into early clinical development to avoid reactive execution and establish clear exit strategies.
    • Anchor access programs from regulatory submissions through reimbursement milestones to ensure sustainability and reduce risk.
  • On-site Engagement: This position is expected to be in the Cambridge office on an ad hoc basis monthly to support priority meetings & workshops, stakeholder engagement, and cross-functional alignment.

Qualifications

  • Required: BSc/MSc in a scientific, clinical, or health policy-related field
  • Required: 10 - 13 years’ experience in biotech/pharma, with a focus on access mechanisms, policy, or medical operations
  • Required: Proven experience in developing governance frameworks, Centers of Excellence, or strategic capability models
  • Required: Deep understanding of global regulatory and ethical considerations related to patient access
  • Required: Experience working in a matrixed, cross-functional environment
  • Preferred: Background in medical affairs, value & access, or clinical operations
  • Preferred: Familiarity with capability maturity models and organizational development
  • Preferred: Exposure to global markets and diverse healthcare systems
