Role Summary
Executive Director, Head of PDM Strategy leads enterprise-level strategy for Pharmaceutical Development and Manufacturing (PDM), providing clarity for leaders and decision-makers across the organization. Based in Foster City, California, you will oversee cross-functional strategic initiatives, internal consulting, risk management, and enterprise-wide performance in support of global manufacturing and development objectives.
Responsibilities
- Develop, revise and maintain PDM’s network strategies for clinical and commercial manufacturing; codify existing strategies, establish strategic operating principles, and formulate new network strategies aligned with business needs.
- Support the PDM Leadership Team with cross-functional strategic initiatives and decision-making.
- Lead strategic analysis and option evaluations by directing an internal consulting team capable of replacing external consultants for strategy work.
- Manage external consulting engagements when appropriate, including scope definition, RFPs, bid assessments, vendor selection and vendor management (project costs around $1M).
- Define and execute a PDM risk management process that fits with Gilead’s enterprise requirements.
- Stand up a business intelligence / competitive intelligence function for PDM; participate in external benchmarking and manage data gathering and analysis.
- Scan the industry and company environment for trends impacting PDM’s ability to deliver.
- Build out a sustainability strategy for PDM aligned with Gilead’s sustainability goals.
Qualifications
- Required: Bachelor’s degree and 15+ years of relevant experience, or master's degree / PhD / MD with 12+ years of relevant experience.
- Required: 3+ years at a top-tier consulting firm or in a similar role developing manufacturing and technical development strategy in the bio-pharma industry.
- Required: Extensive experience in the biotech or pharmaceutical industry with demonstrated cross-functional collaboration and leadership; deep knowledge about the biotech/biopharma segment.
- Required: Strong business acumen; demonstrated capability to deliver strategic analysis and options that impact a global manufacturing and development organization.
- Required: Demonstrated ability to lead a multi-disciplinary team delivering strategy analysis and recommendations.
- Required: Excellent coaching and influencing skills; cross-functional and enterprise-wide relationship-building abilities.
- Required: Passion for developing people and supporting a team; strong business process orientation with practical deployment capability; understanding of multi-national supply chains and geopolitical factors in bio-pharma.
- Required: Excellent interpersonal and communication skills; ability to lead, negotiate, resolve conflicts, and drive consensus across diverse cultures and disciplines; ability to influence upward and downward without formal authority; comfort handling ambiguity; bias for action and prioritization; strong leadership and self-direction.

- Preferred: Bachelor’s degree with 20+ years of relevant experience, or master’s degree / PhD / MD with 15+ years of relevant experience.
- Preferred: 5+ years at a top-tier consulting firm or similar role developing manufacturing and technical development strategy in the bio-pharma industry.
- Preferred: Ability to multi-task, independently lead multiple projects and meet deadlines; high emotional intelligence and adaptability; willingness to provide dissenting views when appropriate; cross-functional understanding of motivations across functions; experience designing and deploying rigorous processes, tools, templates, and governance; proven ability to lead collaborative strategic problem solving from issue to action.
