Director, Project Controls (Malvern, PA or New Brunswick, NJ)

Key Responsibilities
- Lead development, governance, validation, and continuous improvement of capital project estimating practices across the lifecycle.
- Establish estimating strategies/standards from ideation through execution/assessment; align scope, assumptions, basis of estimate, procurements, and documentation (incl. exclusions, allowances, escalation, contingency, and risk).
- Drive estimating governance, tools/templates/checklists, and benchmarking (internal and external) with documented, comparable data.
- Lead independent estimate reviews and challenge sessions; validate external partner/contractor deliverables; reconcile bid/estimate trends.
- Develop and review change order review procedures; evaluate subcontract plans/market capacity; develop contingency strategies and drawdown governance.
- Maintain 21-Tab/ESR estimate information and integrate estimating planning with engineering/design/procurement/construction/IT-automation/commissioning/operational readiness.

Qualifications
- B.S. in Engineering, Construction Management, Architecture, Quantity Surveying, Business, or related field (required).
- 15+ years in estimating/project controls/construction management for major capital programs.
- Experience with complex >$100MM projects (Supply Chain, R&D, Pharma, MedTech, advanced manufacturing or similarly regulated environments).
- Proficient in Excel, PowerPoint, estimating platforms, benchmarking tools, cost databases, project controls systems; risk/Monte Carlo tools.

Preferred
- J&J FPX/IDEA; certifications (CEP/CCP/CPE/PMP/RICS); Autodesk Construction Cloud, Planswift; FDA-regulated industry experience.
