Role Summary

Director, Project Controls & Assurance at Johnson & Johnson Services Inc., Wilson, North Carolina. Full-time on-site role within Engineering & Property Services, part of the Global Project Controls & Assurance team. Responsible for ensuring compliance with Worldwide Procedures and implementing scalable Project Controls tools, guidelines, and best practices throughout the project lifecycle.

Responsibilities

  • Provide guidance on Front End Loading / early estimating to define project definitions, scope, and priorities, ensuring resources, capabilities, and processes are in place.
  • Support the IDEA Project Delivery Process with focus on cost and schedule objectives, risk mitigation, and adherence to financial procedures.
  • Develop and align Capital Appropriation Request estimates, cost accounting, and detailed schedules for seamless project approvals.
  • Track project deliverables, monitor progress, and provide status reports; ensure change control processes are efficient.
  • Implement key risk processes across the IDEA project delivery process (cost & schedule risk assessments).
  • Attend engineering and construction meetings; evaluate AE, CM, and C&Q firm performance on cost control and change management.
  • Support cost evaluation, change orders, and forecasts; review construction estimate trends prior to GMA contract establishment.
  • Assist with development and review of project estimates, including scope, unit rates, subcontractor costs, fees, and indirect costs.
  • Evaluate subcontract procurement plans and track performance against target dates; review subcontract costs and schedules prior to award.
  • Evaluate contingency budgets and monitor usage; review payment applications for compliance with contracts.
  • Maintain and update 21-Tab / ESR to reflect funding status, milestones, cashflow, and safety statistics.
  • Manage overall schedule development and integration across engineering, design, procurement, construction, IT-automation, commissioning, and validation; perform hands-on schedule development and reporting.
  • Ensure schedule integration with focus on critical and near-critical paths; review timelines and logics to establish a true baseline.
  • Support teams to develop programmatic / project-specific procurement strategies.
  • Identify opportunities and risks and recommend actions to optimize schedule performance and inform the owner with timely information.

Qualifications

  • Education: Minimum Bachelor's degree or equivalent; preferred in Business, Engineering, Architecture, Construction Management, or related field.
  • Required Experience & Skills: Minimum 10 years of relevant experience; project controls leading complex capital projects > $500MM in regulated industries; proven project management experience; extensive knowledge of engineering, construction, and project controls; experience in estimating, cost and schedule development/integration, and risk control; ability to translate complex business needs into clear project objectives; strong communication and leadership skills with experience interacting with senior leaders.
  • Preferred: Familiarity with J&J Project Management approaches (FPX or IDEA); PMP or equivalent certification; Primavera P6 and/or MS Project scheduling; Monte Carlo risk analysis; experience with web-based PM systems (OpenText, POET, Livelink); experience in FDA-regulated industry.
