Director, Project Controls & Assurance (On-site) β Wilson, North Carolina.
Key Responsibilities:
- Provide guidance on Front End Loading/early estimating; align project definitions, scope, and priorities; ensure resources/capabilities/processes are in place.
- Support implementation of the IDEA Project Delivery Process; focus on cost/schedule objectives; identify and mitigate risk; adhere to financial procedures.
- Develop and align Capital Appropriation Request estimates, cost accounting, and detailed schedules for seamless project approval integration.
- Ensure tools/processes track project deliverables; monitor and report progress to stakeholders; provide status reports; ensure efficient change control.
- Ensure IDEA stages implement key risk processes (cost & schedule risk assessments).
- Attend meetings during engineering and construction phases.
- Evaluate AE, Construction Management (CM), and C&Q firm performance for cost control and change management.
- Support project management with cost evaluation; analyze change orders and forecasts.
- Review construction estimate trend reports prior to establishing a GMA contract.
- Develop/review project estimates (scope definitions; inclusions/exclusions; unit rates; subcontractor costs; fees/markups; indirect costs/general conditions).
- Evaluate subcontract procurement plans; track performance vs. target dates.
- Review subcontract costs/schedules pre-award; validate against budget.
- Evaluate and monitor project contingency budgets and usage.
- Review payment applications to validate claimed progress and ensure compliance with commercial/contract terms.
- Maintain and update 21-Tab/ESR (funding authorization vs. target schedule; accomplishments; critical issues; cashflow tracking; safety statistics).
- Lead overall schedule development/integration (engineering/design, procurement, construction, IT-automation, commissioning/qualification, operational readiness, process validation, tech transfer); perform hands-on schedule updates, analysis, and management reporting.
- Integrate schedules; identify critical/near-critical paths; review timeline/logic networks to establish an overall baseline.
- Support programmatic/project-specific procurement strategy development.
- Identify opportunities/risks and recommend actions to optimize schedule performance and provide accurate, timely info to the owner.
Qualifications:
- Education: Bachelorβs (or equivalent); preferred in Business, Engineering, Architecture, or Construction Management (or equivalent).
- Minimum 10 years of relevant experience.
- Project Controls experience leading complex capital projects > $500MM in Supply Chain, R&D, Medical Device, and/or other regulated industries.
- Proven Project Management experience (align on project definitions/priorities; ensure key resources/capabilities/processes are in place).
- Extensive knowledge of engineering, construction, and project controls execution.
- Experience in estimating, cost and schedule development/integration, and risk control.
- Ability to translate complex business needs into clear Final Project Objectives.
- Strong communication and listening skills (influencing, negotiating, handling conflicts).
- Strong people leadership; experience interacting across multiple organizational levels including senior leaders.
Preferred Skills:
- Familiarity with J&J Project Management approaches (FPX or IDEA).
- PMP (or equivalent).
- Primavera P6 and/or MS Project scheduling experience.
- Monte Carlo analysis for risk management.
- Web-based project management systems (e.g., Open-Text, POET, Livelink).
- Experience in an FDA-regulated industry.
