Responsibilities
- Independently manage Phase I–III clinical outsourcing end-to-end (vendor capability assessments, RFP/RFI, selection, contract & budget negotiation, full contract life cycle).
- Negotiate vendor Master Service Agreements, commercial terms, and amendments.
- Manage and negotiate global clinical development contracts (work orders, change orders, confidentiality, HCP agreements, subcontractor agreements, amendments) across multiple functions.
- Guide project teams through sourcing; advise on best practices/industry approaches.
- Partner on supplier bidding and proposal development; facilitate supplier bid defense meetings.
- Lead contract-related vendor communications; resolve conflicts; partner with Finance on financial queries.
- Create and update contract provisions/templates with Legal and functional stakeholders.
- Lead contract risk identification/mitigation; analyze complex contract/finance issues; ensure compliance with risk/liability requirements.
- Resolve complex contract and budget issues; manage outsourcing systems; support audits/audit readiness.
- Manage purchase order process; supervise/mentor direct reports.

Vendor Governance
- Ensure vendor governance standards/processes/tools (e.g., KPIs, governance charters) are current and supported.
- Develop and lead vendor governance framework, initiatives, and process documents/tools.
- Drive governance meetings (agenda, attendees, roles, tracking/archival); mitigate vendor relationship risks and handle escalations.
- Seek and implement innovative technology/process solutions; communicate vendor developments to stakeholders.

Qualifications & Skills
- BA/BS required; MBA preferred.
- 10+ years relevant industry/business experience; clinical outsourcing experience in pharma/biotech/academia/CROs.
- Experience with vendor selection (RFI/RFP), contracting, and budget negotiation.
- Direct/indirect management of vendor governance meetings/processes (direct report management preferred).
- In-depth knowledge of Phase I–III outsourcing and audit preparedness; strong procurement/sourcing and vendor relationship governance/oversight expertise.
- Strong financial acumen; initiative-taking, independent planning, cross-functional communication.
- Advanced MS Excel/Word/PowerPoint/Outlook; strong written/verbal skills; confidentiality and accuracy.
- Ability to travel (overnight).
