Associate Manager, Enterprise Platform Product Owner - Office of the Chief Information Officer (OCIO)

Responsibilities:
- Define and maintain the product vision, strategy, and roadmap for enterprise platforms (PPM, TBM, financial-based systems).
- Lead creation of product roadmap presentations for steering committees and senior leadership.
- Collaborate with business stakeholders to prioritize features and deliver measurable value.
- Act as the primary liaison between business teams, IT, vendors, third-party providers, and helpdesks to gather requirements.
- Facilitate workshops and discovery sessions to prioritize features and resolve challenges.
- Use PPM tools (e.g., Planview, Jira, Project Place, MS Project) to optimize project/portfolio management.
- Oversee and integrate TBM frameworks (e.g., Apptio, ServiceNow, Oracle) for IT financial management and value optimization.
- Ensure integration of financial-based systems (e.g., Oracle ERP, budgeting, forecasting) with PPM/TBM platforms for reporting and analytics.
- Ensure platform design aligns with enterprise standards, scalability, and security.
- Develop architecture documents for enterprise architecture/governance approval.
- Oversee platform services via helpdesk for timely issue resolution and user satisfaction.
- Manage service-related contracts (compliance, performance, alignment with goals).
- Track and analyze day-to-day platform metrics; identify improvement opportunities.
- Manage/oversee technical upgrades with minimal business disruption.
- Partner with finance to articulate financial impact of platform investments.
Qualifications/Required:
- Bachelor’s degree (Computer Science, Information Systems, Business Administration, or related). Master’s preferred.
- 7+ years in product ownership/management for enterprise platforms, PPM, TBM, and financial-based systems.
- Product Owner (CSPO) or similar Agile certification (preferred).
- TBM certifications (e.g., Apptio TBM Unified Certification) highly desirable.
- PMP, SAFe Agile, or ITIL certifications a plus.
Skills/Experience (Preferred):
- Strong knowledge of PPM tools and TBM solutions.
- Experience with enterprise architecture principles and system integration.
- Knowledge of financial-based systems (e.g., Oracle, Workday) and integration with TBM.
- Ability to manage complex cross-functional projects in fast-paced environments.
- Strong analytical skills translating business needs into technical requirements.
- Exceptional storytelling and interpersonal skills; experience with executive-level presentations.
- Experience in data governance, financial reporting, and compliance.
